When 甚至于 begins a new sentence or clause, it adds an extreme elaboration or shocking detail to the preceding context. The prior sentence establishes the situation, and 甚至于 introduces additional information that pushes the description to its most extreme point.

This usage differs from mid-sentence 甚至于 in that it functions more independently, often beginning a new sentence after a period. It gives the writer room to develop the extreme case more fully. This is a feature of formal expository and narrative prose.

Children's addiction to mobile games is extremely serious. It's reached the point where some children can't even be bothered to eat or sleep.

Jìnnián lái fángjià zhǎng de lípǔ. Shènzhìyú yīxiē pǔtōng jiātíng qīngjìn yīshēng jīxù yě mǎi bù qǐ yī tào fáng.

Housing prices have risen absurdly in recent years. To such an extent that some ordinary families cannot afford an apartment even after spending their life savings.

甚至于今天天气不错。
今天天气出奇地好。甚至于连续下了两周雨的预报也没有实现。

Sentence-initial 甚至于 must follow a statement it can escalate from. It cannot begin a standalone, unrelated observation.

甚至于,他喜欢吃苹果。
他什么水果都吃。甚至于连榴莲这种味道很重的水果他也爱吃。

The content after 甚至于 must represent a genuinely extreme or surprising case that escalates from the preceding context. Liking apples is not extreme.
