万万 is placed before negative words (不能, 不可, 不行) to create an extremely strong prohibition meaning "absolutely must not." It can also precede 没想到 to mean "never expected."

万万 literally means "ten thousand times ten thousand" — it amplifies the negation to the highest degree. It is almost always used with negatives. The rare positive use (万万要记住) exists but is far less common.

万万 is for serious prohibitions and extreme surprise, not for casual opinions about food quality. Use 实在 for emphasis on opinions.
