他早晚在看书。
他早晚会明白这个道理的。

早晚 as a time adverb means "sooner or later," not "morning and evening." If you mean he reads in the morning and evening, say 他早上和晚上都在看书.

我时时忘记他的名字。
我一时忘记了他的名字。

Forgetting a name is a temporary lapse (一时), not a constant state (时时). 时时忘记 would mean you forget it over and over.

一时努力就能成功。
时时努力才能成功。

Success requires constant effort (时时), not momentary effort (一时).
