Two 不 clauses combine tightly: the first states a negative condition, and the second reveals the unexpected or necessary result. The meaning is "if you don't A, you won't B" or "only by doing A does B happen." Some are set phrases (成语-like), while others are productive patterns.

This is called a 紧缩复句 (jǐnsuō fùjù) — a compressed compound sentence where two clauses merge into one tight structure without conjunctions. The rhythm is punchy and proverbial. Many 不...不... expressions have become fixed phrases in Chinese.
