Use 哪怕 to present an extreme or unfavorable hypothetical condition, followed by 也 or 还 to show that the action or attitude will not change. 哪怕 means "even if" and emphasizes the speaker's strong determination.

哪怕 introduces an unfavorable or extreme condition. Good weather is not a challenge to overcome — use a negative or difficult condition.

哪怕再难,我坚持学下去。
哪怕再难,我也要坚持学下去。

也 or 还 is required in the result clause. Without it, the concessive meaning ("even so, still") is grammatically incomplete.

哪怕他很累了,也不休息。
哪怕他很累了,他也不休息。

The result clause needs a subject (他) before 也. Without it, the sentence is unclear about who is not resting.
