看上去 literally means "look-up-go" and tends to emphasize what meets the eye. In practice, 看上去 and 看起来 are largely interchangeable, but 看上去 has a slightly more visual, surface-level connotation.

The phrase 看上去 is a close sibling of 看起来. Both mean "looks like" or "appears to be," and in most everyday situations they can be used interchangeably. However, there is a subtle difference worth understanding. 看上去 carries a slightly stronger emphasis on direct visual impression — what physically meets your eyes. When you say 这件衣服看上去很不错, you are commenting on how the clothing looks to your eyes. 看起来, on the other hand, leans slightly more toward an overall judgment that might include non-visual cues. In practice, most native speakers use them interchangeably, so do not worry too much about the distinction at this level. The important thing is to be comfortable using both. Grammatically, 看上去 works exactly like 看起来: it precedes an adjective or clause describing your impression.
